PC makes loud clicks and doesn't boot. Power supply? Hard drive? It is a new harddrive that I just loaded the OS on. Any tips on how to tell without actually replacing either?

A clicking problem is normaly the hard drive having problems. It you have the old hard drive you could install it and see if it boots up. Do you get any video? Any beeps?

Possibly something hitting the CPU fan blades?

If you literally get nothing, it's the power supply for sure.. easy enough to swap out and put in a new one (maybe invest in a more powerful one, in case you blew a fuse/etc in the old one)

Too true, there are really only 4 things necessary to have a working pc, power supply
motherboard
processor
RAM
video
Video helps with the whole seeing what's going on aspect of it all, but those first 3 things are the ones to check out first.
